Oliver is very high when he says this. He says this to Tyler and in this scene Oliver's relationship with Tyler really becomes solid - there are certain hints it might even be a homosexual relationship, or just Tyler obsessed that this older cool guy is taking a liking to him. This second theory is further supported by the fact that we know Tyler lives in a broken home with an alcoholic and does not have a fatherly figure in his life.
